(1) Annex I to Commission Implementing Regulation (EU) 2021/2325 sets out the list of third countries whose systems of production and control measures for organic production of agricultural products are recognised as equivalent to those laid down in Council Regulation (EC) No 834/2007. In the light of new information received by the Commission since the adoption of Implementing Regulation (EU) 2021/2325, certain changes should be made to the information concerning certain third countries.
(2) Australia has informed the Commission of the change of the name of its competent authority, of the change of the name of the control body ‘ACO Certification Ltd’ (AUBIO-001) and of the voluntary withdrawal of the control body ‘AUS-QUAL Pty Ltd’ (AU-BIO-006).
(3) India has informed the Commission that its competent authority has suspended the recognition of the control bodies ‘Sikkim State Organic Certification Agency’ (INORG-028) and ‘Reliable Organic Certification Organisation’ (IN-ORG-033). India has also informed the Commission that its competent authority has recognised the following control bodies: ‘ISCOP (Indian Society for Certification of Organic products)’ (IN-ORG-009), ‘Chhattisgarh State Organic Certification Agency (CGOCERT)’ (IN-ORG-035), ‘GSCI Service Private Limited’ (IN-ORG-036), ‘MS Agroland Services Private Limited’ (IN-ORG-037), ‘Krushi Certification Private Limited’ (IN-ORG-038), ‘CERT ID India Private Limited’ (IN-ORG-039), ‘Andhra Pradesh State Organic Products Certification Authority (APSOPCA)’ (IN-ORG-040), ‘Getcert Private Limited’ (IN-ORG-041), ‘GCL International Assessment Private Limited’ (IN-ORG-042), ‘Shivalik Natural Resources Management Society (SNRMS)’ (IN-ORG-043) and ‘Meghalaya State Organic Certification Body’ (INORG-044). India has also informed the Commission that the control body ‘Rajasthan State Organic Certification Agency (RSOCA)’ (IN-ORG-016) has changed its internet address.
(4) Japan has submitted a request to the Commission to extend the scope of its recognition under Regulation (EU) 2021/2325 to live animals and unprocessed animal products as well as to all processed agricultural products for use as food, including wine and alcoholic beverages, with organically grown ingredients that have been grown in Japan, or with organically grown ingredients imported into Japan from the European Union, from third countries whose production methods and control measures have been recognised by Japan as equivalent to those laid down in the Japanese legislation or from third countries through the system of control bodies recognised by Japan as competent to certify operators in those third countries as complying with the organic production rules of Japan.
(5) The assessment of the information submitted by Japan concerning its system of production and control measures applicable to the products referred to in recital (4) and the on-the-spot examination carried out by the Commission confirmed that the system of production and control measures of Japan applicable to those products are equivalent to those laid down in Regulation (EC) No 834/2007. Consequently, the recognition of the equivalence of the system of production and control measures in Japan should be extended to those products.
(6) Japan has also informed the Commission that its competent authority has recognised the control body ‘Tsuruoka City’ (JP-BIO-044), that the control body ‘Japan Organic & Natural Foods Association’ (JP-BIO-005) has changed its name and internet address and that the control bodies ‘Overseas Merchandise Inspection Co., Ltd’ (JP-BIO-009), ‘Organic Farming Promotion Association’ (JP-BIO-010) and ‘Aya town miyazaki, Japan’ (JP-BIO-024) have changed their interned address.
(7) The Republic of Korea has informed the Commission that the control bodies ‘KAFCC’ (KR-ORG-006) and ‘The Centre for Environment Friendly Agricultural Products Certification’ (KR-ORG-014) changed their name, that the control body ‘Jayeondeul agri-food certification institute’ (KR-ORG-032) changed its internet address and that the control bodies ‘Konkuk Ecocert Certification Agency’ (KR-ORG008) and ‘Hankyoung Certification Center Co., Ltd.’ (KR-ORG-036) changed their name and internet address.
(8) The Republic of Korea has also informed the Commission that its competent authority has recognised the control body ‘Greenstar Agrifood Certification Service’ (KR-ORG022) and has withdrawn the recognition of the control body ‘ORGANIC PROMOTION AGENCY’ (KR-ORG-038).
(9) The United States have informed the Commission that their competent authority has withdrawn the recognition of the control bodies ‘Agricultural Services Certified Organic’ (US-ORG-002), ‘New Hampshire Department of Agriculture, Division of Regulatory Services’ (US-ORG-033), ‘Rhode Island Department of Environmental Management’ (US-ORG-052) and ‘Istituto per la Certificazione Etica e Ambientale’ (ICEA) (US-ORG-066) from the list of control bodies recognised by the United States.
(10) The United States have also informed the Commission that their competent authority has recognised a new accredited control body ‘Kiwa BCS Costa Rica Limitada’ (USORG-070).
(11) The United States have also informed the Commission that the control bodies ‘Organic Crop Improvement Association’ (US-ORG-044), ‘CERES’ (US-ORG-062) and ‘EcoLogica S.A’ (US-ORG-063) have changed their name, that the control body ‘NOFA (US-ORG-036) has changed its name and internet address and that the control bodies ‘Kiwa BCS Öko-Garantie GmbH’ (US-ORG-004), ‘BIOAGRIcert’ (US-ORG-005), ‘Colorado Department of Agriculture’ (US-ORG-007), ‘Control Union Certification’ (US-ORG-008), ‘Georgia Crop Improvement Association, Inc’ (US-ORG-011), ‘Maryland Department of Agriculture (US-ORG-023), ‘Montana Department of Agriculture’ (US-ORG-028), ‘Americert International (OIA North America, LLC)’ (US-ORG-038), ‘Oregon Department of Agriculture’ (US-ORG-041), ‘SCS Global Services, Inc.’ (US-ORG-053), ‘Vermont Organic Farmers, LLC’ (US-ORG-057), ‘Washington State Department of Agriculture’ (US-ORG-058) and ‘Yolo County Department of Agriculture’ (US-ORG-059) have changed their internet address.
(12) Annex II to Implementing Regulation (EU) 2021/2325 sets out the list of control authorities and control bodies recognised for the purpose of equivalence and competent to carry out controls and issue certificates in third countries. Article 2 applied until 31 December 2024. Therefore, the list of control bodies in Annex II to Implementing Regulation (EU) 2021/2325 is obsolete and should be deleted. Annex I to Implementing Regulation (EU) 2021/2325 designated the product categories for which the third countries listed therein were recognised, through reference to their description in Annex II to that Regulation. For reasons of clarity, the description of those product categories should be included in Annex I and the references thereto should be adapted throughout that Annex. Annex I to Regulation (EU) 2021/2325 should therefore be replaced.
(13) Implementing Regulation (EU) 2021/2325 should therefore be amended accordingly.
