These measures define certain rules on trade in pure-bred breeding animals of the bovine species so as to enable intra-Community trade in these animals to be progressively liberalised.
Any animal of the bovine species, including buffalo, whose parents or grandparents are entered or registered in a herd-book for the same breed and which is itself either entered or registered and likely to be entered is considered to be a pure-bred breeding animal.
The Standing Committee on Zootechnics determines, in accordance with a procedure described in the measures:
* performance monitoring methods and methods for assessing cattle's genetic value;
* the criteria governing the recognition of breeders' organisations and associations;
* the criteria governing the establishment of herd-books,
* the criteria governing entry in herd-books;
* the particulars to be shown in the pedigree certificate.
The Member States may require the production of pedigree certificates for intra-Community trade in pure-bred breeding animals of the bovine species, and in the semen and embryos of such animals.
Pure-bred breeding animals of the bovine species may not be imported from a third country unless they are accompanied by a pedigree certificate attesting their registration in the herd-book of the exporting third country.
