BAKGRUNN (fra kommisjonsbeslutningen)
(1) In accordance with Article 19 of Regulation (EU) No 305/2011, following requests by manufacturers for European Technical Assessments, the organisation of Technical Assessment Bodies has adopted 26 European Assessment Documents.
(2) The European Assessment Documents that have been adopted by the organisation of Technical Assessment Bodies relate to the following references for construction products:
— internal doorsets without resistance to fire and smoke control characteristics made of metal profiles;
— bound polystyrene bulk material for thermal insulation, sound insulation or both (superseding technical specification ‘EAD 040635-00-1201’);
— thermal insulation board made of silica- or polyurethane-aerogel on a carrier material;
— flexible interlayer for the reduction of flanking sound and vibration transmission;
— ceramic multilayer slabs for wall claddings and floorings;
— special block glued laminated timber;
— wood-based dowel-type fasteners;
— portland cement with pozzolanic filler for tropical use (superseding technical specification ‘150007-00-0301’);
— white high alumina calcium aluminate cement;
— kits for construction of a rock and soil nail – kits with hollow bars for a self-drilling nail – hollow bars of seamless or welded steel tubes;
— s-shaped double headed reinforcement elements for the increase of punching shear resistance of footings and ground slabs;
— backwater valve kits made of plastics for insertion in gravity drainage systems;
— sewage separators inside buildings;
— retrofit kits for small wastewater treatment plants;
— recycled plastic self-blocking paving units;
— cable nets with fastening components;
— inorganic fibre grids for reinforcement of cement-, anhydrite- or resin-based screeds;
— vacuum insulating glass units;
— pressure-equalizing insulating glass units;
— anchor channels (superseding technical specification ‘EAD 330008-03-0601’);
— clamping kits for connection of precast concrete members (superseding technical specification ‘EAD 332001-00-0602’);
— wire loop system for the connection of precast and in-situ concrete elements (superseding technical specification ‘EAD 332589-00-0601’);
— concrete screws for fastening sandwich panels;
— kits made of alkali-resistant glass fibre mesh, connectors and mortar for strengthening of masonry and reinforced concrete elements by external bonding;
— prefabricated fire-resistant building units;
— ventilation systems made of mineral wool with facings on outside and inside (superseding technical specification ‘EAD 360001-01-0803’).
(3) The European Assessment Documents that have been adopted by the organisation of Technical Assessment Bodies satisfy the demands to be met in relation to the basic requirements for construction works set out in Annex I to Regulation (EU) No 305/2011. It is therefore appropriate to publish the references to those European Assessment Documents in the Official Journal of the European Union.
(4) The list of references to European Assessment Documents for construction products is published pursuant to Commission Implementing Decision (EU) 2019/450 (2). For reasons of clarity, references to new European Assessment Documents should be added to that list.
(5) Implementing Decision (EU) 2019/450 should therefore be amended accordingly.
(6) In order to enable the use of the European Assessment Documents as early as possible, so that the manufacturers already holding a European Technical Assessment can place their product on the market, this Decision should enter into force on the day of its publication,
