(1) The GOVSATCOM hub is an essential part of the GOVSATCOM system. Its services are to support the management of the GOVSATCOM system, notably as regards the selection, the booking, the establishment, the provision of GOVSATCOM services and as regards the allocation and the deallocation of resources as established in Article 2 of Commission Implementing Decision (EU) 2023/1055 (2). To improve the effectiveness of the system, it is important that the participants can buy additional tokens directly through the GOVSATCOM hub.
(2) The process for the donation and transfer of tokens should be streamlined to facilitate operational implementation.
(3) Given the role of the Commission, in supervising the GOVSATCOM component of the Space Programme established under Regulation (EU) 2021/696, any additional purchase of tokens by a participant or donation of tokens between participants should be notified to the Commission by the GOVSATCOM Hub.
(4) To accommodate the initial configuration of GOVSATCOM and to ensure that GOVSATCOM provides services as soon as possible, the mechanism to distribute tokens and allocate resources for the first pool programmatic term (PPT) should allow for short deadlines and be made more flexible.
(5) To optimise the allocation of resources and avoid wasting unused tokens, the Commission should regularly review the token distribution. To that end, the participants should inform the Commission of their needs and readiness to donate unused tokens and the Commission should distribute the tokens as necessary.
(6) Implementing Decision (EU) 2023/1055 should therefore be amended accordingly.
(7) This Decision should enter into force on the day following that of its publication in the Official Journal of the European Union in order to start implementing GOVSATCOM as soon as possible to address the situation of emergency arising from the evolution of the geopolitical situation.
(8) The measures provided for in this Decision are in accordance with the opinion of the Programme committee established under Article 107 of the Regulation (EU) 2021/696,
