(1)    An aqueous solution of choline chloride and a preparation of choline chloride were authorised as feed additives for all animal species by Commission Implementing Regulation (EU) 2026/164 .

(2)    In the Annex to Implementing Regulation (EU) 2026/164, the level of 2-chloroethanol is incorrectly expressed as the level expressed corresponds to the level of 2-chloroethanol in the additives concerned but not in the active substance. In addition, the level should not refer to 2-chloroethanol but to the sum of ethylene oxide and 2-chloroethanol expressed as ethylene oxide.

(3)    Implementing Regulation (EU) 2026/164 should therefore be corrected accordingly.

(4)    To preserve the legitimate expectations of feed business operators and to ensure legal certainty, this Regulation should enter into force as a matter of urgency and apply retroactively from the date of entry into force of Implementing Regulation (EU) 2026/164.

(5)    The measures provided for in this Regulation are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed,
