EU emissions trading system (ETS2) – financial compensation
This Implementing Act is adopted pursuant to the Commission’s legal obligation under Article 30f(5) of Directive 2003/87/EC. It sets detailed rules for providing financial compensation to final consumers of fuels which face ETS2 carbon costs in cases where double counting or unintended coverage could not be avoided.
