(1) Commission Regulation (EU) No 748/2012 lays down the requirements for the initial airworthiness of aircraft, including the requirements for capability of production organisations. 

(2) The current wording of Section B of Annex I (Part 21) to Regulation (EU) No 748/2012, as regards the extension of the corrective action implementation period for level 2 findings, might be perceived as limiting the available approaches to extension. Therefore, points 21.B.125(d)(2)(i) and 21.B.225(d)(2)(i) of that Annex should be amended to clarify that the extension of a corrective action implementation period for a level 2 finding may be granted at any point during that period, which initially may be shorter than three months. In addition, those provisions should make clear that more than one extension is possible. 

(3) The current wording of the introductory paragraph of point 21.B.225(d) of Annex I (Part 21) to Regulation (EU) No 748/2012 should be aligned with point 21.B.125(d) of that Annex as regards the information to be provided to the competent authority of the Member State in which the aircraft is registered when a finding is detected and directly relates to a control and monitoring unit (CMU). 

(4) The current wording of Section B of Annex I (Part 21) to Regulation (EU) No 748/2012 does not include explicit requirements for the approval of the production organisation exposition (POE) referred to in point 21.A.143 of that Annex by the competent authority. Therefore, points 21.B.220 and 21.B.240 of that Annex should be amended to include requirements for the competent authority to approve the initial issue of the POE and the POE amendments related to significant changes in the production management system. 

(5) The adoption of several regulations amending Regulation (EU) No 748/2012 has introduced certain inconsistencies and outdated cross references. 

(6) Regulation (EU) No 748/2012 should therefore be amended accordingly. 

(7) In order to ensure proper implementation of this Regulation, organisations and competent authorities should be given sufficient time to adapt their procedures to the new requirements established by this Regulation. Therefore, its application should be deferred. 

(8) The measures provided for in this Regulation are based on Opinion No 03/2026, issued by the European Union Aviation Safety Agency in accordance with Article 76(1) of Regulation (EU) 2018/1139. 

(9) The measures provided for in this Regulation are in accordance with the opinion of the committee established in accordance with Article 127(1) of Regulation (EU) 2018/1139,
