(1) Pursuant to Article 67(1) of Regulation (EC) No 1107/2009, professional users of plant protection products are to keep records of the plant protection products they use, containing the name of the plant protection product, the time and the dose of application, the area treated and the crop where the plant protection product was used. 

(2) Pursuant to Article 3 of Commission Implementing Regulation (EU) 2023/564, the records that are not initially created in a machine-readable electronic format are to be transferred into such a format no later than 30 days from the date of use of the respective plant protection product. That requirement is to apply to uses of plant protection products that occur starting from 1 January 2026. 

(3) Several Member States need more time to prepare for the introduction of the transfer of the records into electronic format and to provide the necessary training to users, particularly those in the non-agricultural sectors, as well as small-scale and elderly farmers. 

(4) It is necessary to give Member States the possibility to allow users not to transfer into the prescribed electronic format the records for uses of plant protection products on their territories before 1 January 2027. 

(5) Implementing Regulation (EU) 2023/564 should therefore be amended accordingly. 

(6) The measures provided for in this Regulation are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed,
