(1) The average specific CO2 emissions of a manufacturer should be determined on the basis of data reported by Member States and manufacturers pursuant to Regulation (EU) 2019/1242 for vehicles of that manufacturer or transferred to that manufacturer.
(2) The zero- and low-emission factor for each manufacturer should be determined taking into account the zero- and low-emission heavy-duty vehicles reported.
(3) The CO2 emission reduction trajectory and the emission credits per manufacturer should be determined on the basis of the number of new heavy-duty vehicles reported.
(4) In accordance with the formula in point 2.7.1 of Annex I to Regulation (EU) 2019/1242, applicable for the reporting period of the year 2024, the average specific CO2 emissions of all new heavy-duty vehicles registered in the Union should be determined on the basis of the data reported by all manufacturers for vehicles falling in the vehicle sub-groups 4-UD, 4-RD, 4-LH, 5-RD, 5-LH, 9-RD, 9-LH, 10-RD and 10-LH.
(5) Following its amendment by Regulation (EU) 2024/1610 of the European Parliament and of the Council (2), the scope of Regulation (EU) 2019/1242, as set out in Article 2 thereof, has been enlarged. Accordingly, from the reporting period of the year 2024 onwards, the share of new heavy-duty vehicles in a vehicle sub-group, in accordance with point 2.4 of Annex I to Regulation (EU) 2019/1242, is to be calculated based on the number of heavy-duty vehicles of a manufacturer falling within the enlarged scope. Therefore, the values of the average specific CO2 emissions and of the CO2 emission reduction trajectory of a manufacturer, as well as the value of the average specific CO2 emissions of all new heavy-duty vehicles, set out in this Decision and its Annex, are no longer directly comparable to the values set out in the Decisions for the reporting periods of the previous years. The emission credits per manufacturer are unaffected by the change in the calculation of the heavy-duty vehicle sub-group shares and remain comparable.
