(1) In order to make the reference CO2 emissions set out in Annex II to Commission Implementing Decision (EU) 2021/781 (2) legally binding for manufacturers who were not addressees of that Decision as they only entered the Union market after the reporting period of the year 2019 by registering vehicles falling into the vehicle subgroups referred to in Annex II to that Decision, those reference CO2 emissions should be readopted in this Regulation.

(2) To determine the specific CO2 emissions targets and the CO2 emissions reduction trajectories, the reference CO2 emissions of the vehicle sub-groups to which the reporting period of the year 2019 applies as reference period should be based on the data reported under Regulation (EU) 2018/956 of the European Parliament and of the Council (3),
