Rettsakten endrer en rekke andre rettsakter innenfor områdene fri bevegelse av varer, fri bevegelse av personer, konkurranserett, landbruk (veterinær- og plantehelselovgivning), fiskeri, transportpolitikk, toll og avgifter, statistikk, sosialpolitikk og sysselsetting, miljø, tollunion og forbindelser med tredjesstater.
Dette EØS-notatet omhandler kun de delene av rettsakten som berører landbruk (veterinær lovgivning). En lang rekke av rettsaktene faller inn under forenklet prosedyre og er ikke innlemmet i EØS-avtalen. De omtales ikke i dette notatet.

Rettsakten krever endring av en rekke forskrifter. Dette vil bli gjennomført i en egen forskrift om tekniske tilpasninger og overgangsordninger på matområdet i forbindelse med EØS-utvidelsen.
