Bakgrunn

(1) Regulation (EU) 2024/573 includes obligations regarding training attestations of natural persons to carry out certain activities concerning air-conditioning equipment in motor vehicles falling within and outside the scope of Directive 2006/40/EC of the European Parliament and of the Council (2) and air-conditioning equipment and heat pumps in heavy duty vehicles, vans, non-road mobile machinery used in agriculture, mining and construction operations, trains, metros and trams, as well as refrigeration units of refrigerated light-duty vehicles, intermodal containers and train wagons involving fluorinated greenhouse gases or relevant alternatives to fluorinated greenhouse gases, including natural refrigerants.
(2) The training attestation rules under Regulation (EU) 2024/573 cover an extended list of mobile equipment as well as substances contained in that equipment, including alternatives to fluorinated greenhouse gases.
(3) Requirements for the content of the training and attestation programmes should ensure safe handling of the relevant equipment containing flammable or toxic gases or operating at higher pressures.
(4) Improving the quality of maintenance or servicing of equipment is essential for optimising and maintaining their energy efficiency, which is another objective of the training and attestation obligations.
(5) It is therefore necessary, pursuant to Article 10 of Regulation (EU) 2024/573, to update the minimum requirements for the training attestations of natural persons in relation to the skills and knowledge to be covered regarding the relevant equipment and to specify the rules for the attestations and the conditions for mutual recognition of attestations.
(6) Regulation (EU) 2024/573 replaced Regulation (EU) No 517/2014 of the European Parliament and of the Council (3) and introduced new rules regarding training attestation obligations. Commission Regulation (EC) No 307/2008 (4) should therefore be repealed.
(7) The measures provided for in this Regulation are in accordance with the opinion of the Committee on fluorinated greenhouse gases, established by Article 34(1) of Regulation (EU) 2024/573,
