(1) Commission Regulation (EU) 2015/3402 lays down the technical requirements and administrative procedures relating to air traffic controllers’ licences and certificates. 

(2) Commission Implementing Regulation (EU) 2025/21433 amended Regulation (EU) 2015/340 as regards the introduction of competency-based training and assessment and virtual training of air traffic controllers. In particular, it amended point ATCO.C.005 of Annex I (PART ATCO) to Regulation (EU) 2015/340 by introducing the possibility to authorise persons holding or having held a national military air traffic controller licence to give instruction on synthetic training devices, provided they meet the relevant requirements. 

(3) In accordance with Article 3, third paragraph, point (c), of Implementing Regulation (EU) 2025/2143, the amended point ATCO.C.005 of Annex I (PART ATCO) to Regulation (EU) 2015/340 started applying on 13 May 2026. However, points ATCO.AR.A.010(ca) and ATCO.AR.D.001(a)(1a), inserted in Annex II to Regulation (EU) 2015/340, will only be applicable as from 1 January 2029. Those points give new tasks to national authorities under Regulation (EU) 2015/340 and refer to points ATCO.C.005(b) and (c) of Annex I to Regulation (EU) 2015/340. Points ATCO.AR.A.010(ca) and ATCO.AR.D.001(a)(1a) of Annex II should start applying as soon as possible since points ATCO.C.005(b) and (c) of Annex I they refer to are already applicable. Without prompt application of those provisions by the national authorities, the amendments introduced by Implementing Regulation (EU) 2025/2143 to point ATCO.C.005 of Annex I to Regulation (EU) 2015/340 are not implementable, having regard to the fact that an authorisation has to be granted by the national authority to the person intending to exercise their privileges introduced in point ATCO.C.005 of Annex I to Regulation (EU) 2015/340. The date of application of the provisions concerned should therefore be corrected so that they apply as soon as possible. 

(4) In addition, the date of application of the amendments introduced by Implementing Regulation (EU) 2025/2143 to point ATCO.OR.C.015(b) of Annex III to Regulation (EU) 2015/340 should also be corrected. The amended provision establishes an obligation of air traffic controller training organisations to ensure compliance of synthetic training devices with the applicable requirements appropriate to the type of training and an obligation to have those devices approved by the competent authorities. Those obligations relate to the use of synthetic training devices and to the virtualisation of training, authorised by points ATCO.C.005(b) and (c) of Annex I to Regulation (EU) 2015/340. 

(5) Implementing Regulation (EU) 2025/2143 should therefore be corrected accordingly. (6) In order to ensure the correct implementation of Implementing Regulation (EU) 2015/340, this Regulation should enter into force on the day of its publication. (7) The measures provided for in this Regulation are in accordance with the opinion of the Committee established by Article 127(1) of Regulation (EU) 2018/1139
