(1) Annex II to Commission Delegated Regulation (EU) 2022/1644 lays down criteria for the selection of specific combinations of substance groups and commodity groups for the national risk-based control plans for production in the Member States. Based on practical experience gained from the application of Delegated Regulation (EU) 2022/1644, there are no relevant substances from substance group A(3), point (f), for insects and honey in the national risk-based control plans for production in the Member States to be checked. Therefore, the mandatory sampling requirement laid down in the table in point A.1 of Annex II to Delegated Regulation (EU) 2022/1644 for the combinations of substance groups and commodity groups concerned should be removed. 

(2) Member States are to control combinations of substance groups and commodity groups in accordance with Annexes II and IV to Delegated Regulation (EU) 2022/1644. Based on practical experience gained from the application of these provisions, it should be clarified that, where the tables in these Annexes refer to broad categories of substance groups, all substance groups in these categories should be checked. Additional provisions for the selection of specific combinations should therefore be inserted in Annexes II and IV to Delegated Regulation (EU) 2022/1644. 

(3) To ensure a harmonised approach to risk-based planning for Group B substances, more detailed criteria for the selection of specific combinations of substance groups and commodity groups for national risk-based control plans for production in the Member States should be added in point B of Annex II to Delegated Regulation (EU) 2022/1644. 

(4) Based on practical experience with the application of Delegated Regulation (EU) 2022/1644, there are no relevant substances from substance group B1d for insects in the national randomised surveillance plans for production in the Member States to be checked. Therefore, the mandatory sampling requirement laid down in the table in the part on Group B substances in Annex IV to Delegated Regulation (EU) 2022/1644 for the combinations of substance groups and commodity groups concerned should be removed. 

(5) Delegated Regulation (EU) 2022/1644 should therefore be amended accordingly. 

(6) As the rules laid down in Delegated Regulation (EU) 2022/1644 are to be included in the national risk-based control plans and the national randomised surveillance plans that are to be submitted to the Commission for evaluation annually in accordance with Commission Implementing Regulation (EU) 2022/1646, this Regulation should apply for the first time to the plans for the year 2027. It is therefore appropriate to provide that this Regulation applies from 1 January 2027,
