(1) Commission Implementing Decision (EU) 2024/411 (2) establishes a list of shipping companies performing maritime transport activities within the scope of Article 3ga of Directive 2003/87/EC, which are attributed to Member States pursuant to Article 3gf of that Directive.
(2) To reflect any necessary changes to the list established by Implementing Decision (EU) 2024/411 and thus to maintain its accuracy and completeness, the Commission is to establish, pursuant to Article 3gf(2), point (b), of Directive 2003/87/EC, before 1 February 2026, an updated list of shipping companies specifying their administering authorities.
(3) Such updated list should be established based on the latest data from Thetis-MRV on shipping companies that changed the Member State of registration within the Union or performed a maritime transport activity listed in Annex I to Directive 2003/87/EC that fell within the scope set out in Article 3ga of that Directive.
(4) In order to ensure that the updated attribution is aligned with the start of the compliance cycle, this Decision should apply from 1 January 2026.
(5) The Annex to Implementing Decision (EU) 2024/411 should therefore be amended accordingly,
