Bakgrunn
(fra kommisjonsbeslutningen)
(1) Commission Implementing Decision (EU) 2021/2602 establishes, in Annexes I, II and III thereto, lists of Member States or parts thereof which are regarded as being free from certain diseases of aquatic animals, not listed in accordance with Article 9(1), point (d), of Regulation (EU) 2016/429, or which are subject to an eradication programme for those diseases, and for which national measures are approved, as well as a list of species which are susceptible to those diseases.
(2) France has notified the Commission that the zone Durançole and the compartments FR 72261001 and FR 72294001, within its territory which are listed in Annex I to Implementing Decision (EU) 2021/260, can no longer be regarded as being free from KHV. The competent authority will no longer take national measures to prevent the introduction, or to control the spread, for that disease. That zone and those compartments should, therefore, be removed from the list in that Annex.
(3) Denmark has notified the Commission that compartments 103647 and 117789 and within its territory, which are listed in Annex I to Implementing Decision (EU) 2021/260, can no longer be regarded as being free from both bacterial kidney disease (BKD) and infectious pancreatic necrosis (IPN). In addition, Denmark has informed the Commission that compartment 104106 within its territory can no longer be regarded as being free from IPN. The competent authority will no longer take national measures to prevent the introduction, or to control the spread, for those diseases in those compartments. In addition, those compartments should, therefore, be removed from the list in Annex I to Implementing Decision (EU) 2021/260.
(4) Denmark has also notified the Commission that compartment 122491 within its territory, which is listed in Annex II to Implementing Decision (EU) 2021/260, can no longer be regarded as having an eradication programme for BKD. The competent authority will no longer take national measures to prevent the introduction, or to control the spread, for this disease in that compartment. In addition, that compartment should, therefore, be removed from the list in that Annex.
(5) In addition, Denmark notified the Commission that the eradication programme for certain diseases, referred to in Annex II to Implementing Decision (EU) 2021/260, has now been successfully finalised as regards BKD for compartment 106314 within its territory which is listed in that Annex. That compartment can therefore be regarded as being free from BKD and should, therefore, be removed from the list in that Annex. It should, instead, be inserted into the list of compartments that are regarded as being free from BKD in Annex I to that Implementing Decision and the competent authority will take national measures to prevent the introduction, or to control the spread, for that disease.
(6) Moreover, Denmark has notified the Commission that it has commenced an eradication programme for BKD for compartments 83138 and 103606 within its territory. Those compartments should, therefore, be added to the list of compartments that are subject to an eradication programme for BKD in Annex II to Implementing Decision (EU) 2021/260 and the competent authority will take national measures to prevent the introduction, or to control the spread, for that disease.
(7) Annexes I and II to Implementing Decision (EU) 2021/260 should, therefore, be amended accordingly.
(8) Furthermore, recent EFSA opinions concerning BKD, infection with Gyrodactylus salaris, infectious pancreatic necrosis, infection with salmonid alphavirus, and spring viraemia of carp, set out lists of species of aquatic animals which are susceptible to those diseases. Annex III to Implementing Decision (EU) 2021/260 should, therefore, be amended to take those EFSA opinions into account.
(9) The measures provided for in this Decision are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed,
