(1) The table in Part I of Annex II to Regulation (EU) 2018/858 contains a list of regulatory acts laying down the requirements for EU whole-vehicle type-approval of vehicles produced in unlimited series. In order to take into account technological developments, specifically regarding electric vehicle range in laboratory and power determination, as well as brake particle emission measurements and testing and invehicle battery minimum performance measurement and testing, and regulatory developments, namely the adoption of Commission Implementing Regulation (EU) 2025/1706 and Commission Implementing Regulation (EU) 2025/1707, it is necessary to add therein references to relevant Regulations on type-approval of Euro 7 vehicles. 

(2) Technical requirements for emission type-approval of Euro 7 vehicles are laid down in Regulation (EU) 2024/1257 of the European Parliament and of the Council4 . Furthermore, rules, procedures and testing methodologies as regards in-vehicle battery durability, electric vehicle (EV) range at low temperature, electrified vehicle system power and brake particle emissions type-approval of vehicles of categories M1 and N1 are laid down in UN Regulations No 83, 154, 177 and 179, that have been approved in accordance with Article 218(9) of the Treaty on the Functioning of the European Union (TFEU) and Council Decision 97/836/EC. Therefore, and in order to ensure the consistency of the type-approval requirements, it is necessary to complement the list of the regulatory acts in the table in Part I of Annex II to Regulation (EU) 2018/858 to cover those requirements for Euro 7 vehicles. 

(3) Commission Implementing Regulation (EU) 2025/2161 sets out the technical requirements of on-board devices for the monitoring and recording of fuel and energy consumption and mileage of certain heavy-duty vehicles, and for determining and recording the payload or total weight thereof. It is necessary to complement the list of the regulatory acts in the table in Parts I and III of Annex II to Regulation (EU) 2018/858 to also cover the respective requirements for Euro VI heavy-duty vehicles. 

(4) Entries that are introduced in Part I of Annex II to Regulation (EU) 2018/858 regarding environmental performance and emissions should apply to vehicles of category M1 and N1 and ‘Euro 7ext’ vehicles. This will ensure that regulatory acts and technical requirements regarding low-temperature tests for electric vehicle (EV) range in labs, electrified vehicle system power determination, in-vehicle battery durability, and brake particle emissions are complied with, and that the above-mentioned vehicle types obtain EU whole-vehicle type-approval accordingly. 

(5) The table set out in Part II of Annex II to Regulation (EU) 2018/858 lists the UN Regulations and their respective series of amendments that are recognised as equivalent for the purpose of EU type-approval. That table should be updated to take into account regulatory developments at the UNECE level and to thus include references to UN Regulations Nos 83, 154, 177 and 179 therein. 

(6) The tables set out in Appendixes 1 to 6 of Part III of Annex II to Regulation (EU) 2018/858 contain lists of regulatory acts laying down the requirements for the typeapproval of special purpose vehicles. In order to allow the EU whole-vehicle typeapproval of special purpose vehicles, it is necessary to set the specific Euro 7 requirements for vehicles of M1 and N1 categories and Euro7ext vehicles and to complement the list of the regulatory acts in those tables. 

(7) Regulation (EU) 2018/858 should therefore be amended accordingly,
